If your "PC Activity" light is blinking rapidly, then that's normal operation.
If your "Online/Receive/Send" lights are blinking or just not on, there's something wrong. First thing you should check is your modem signal levels.

Next, check your cables, cable ends & splitters for issues like looseness, damage & debris.
