There is currently no Toll Saver option with TBB. The TBB phone will always ring for the specified time as set by Call Answer Ring Time (in CONCIERGE Call Forward), before going to VM.

Alternatively, when travelling, you can sometimes use A Back Door - Accessing Voicemail from Remote Phone; with no TOLL charges at all.

Toll Saver traditionally means that your phone will ring at least two fewer times before going to VM, if there are new messages in the VM box. This means that if you are calling long distance to access your VM, you can hang up after the minimum number of rings and not incur any Toll Charges since you know there are no new voicemails.

For example, if you have no new VM messages, and until one is left, the phone will always ring four times before going to VM. However, once any message is left, all calls will only ring twice (the minimum) before going to VM.
