By default, the WCG Windows Grid Agent is set to run at 60% of the CPU capability. You can adjust this by downloading the CPU throttle adjustment tool. The tool can be downloaded from the WCG site: »www.worldcommunitygrid.org/help/···uuse#230
Look at the third paragraph "The tool can be downloaded from here." After the file is downloaded, install it and you will see a dialog box "World Community Grid CPU Throttle Control." Click on the User Defined "button" adjust the slider, and click on "OK."
Once the tool is installed, you can adjust the CPU throttle up or down at any time.
Hint: it is nice to have a flash drive to store the Windows Grid Agent and the CPU throttle adjustment tool programs so you can quickly install them on each of your machines.

The reasoning is found here there was a conscious decision made by World Community Grid to throttle back the agent for novice users, for older and lower end computers, or for computers that were having heat issues running full out. This set point is 60%.
