When you start off the game, you may be inclined to play against easy and intermediate bots once you're fresh out of the tutorial. Playing against bots early on is a good way to get a feel for the game. Once you've figured out how to play the game, it is strongly recommended that you transition against players. The match-making process is intended to put people together of similar experience. You won't be put up against expert players right out of the gate. The leveling system is in place to do this. Once you've come out on top in a bot game, switch over to players.
If you level up on bots, it will make the transition to players more difficult. Take off the training wheels and start playing the game the way it is meant to be.
However, if you are looking to try a new champion out, it is better to play at least one game against bots with the new champion so you can get a feel on what their abilities are and have the room to make errors. Playing against players with a champion that you have never played before is generally not a good idea.

- It's Just Bots! mentality needs to stop when otehr players actually in the bots games to learn new champs, how to lane, learn how to jungle, etc. Bot games do have a purpose.
