The procedure for taking a username/login name that has been in use by someone else is as follows: If the account has seen at least 365 days with no activity, you may assume the username. To do this, visit /join and enter the desired name in the field provided at the top of the page. This will cause the inactive account to be placed in a kind of limbo, and the original user can still come back, although the user name will be slightly changed. Your account will have successfully assumed the username.
