This question has two answers:
While your IP number is visible and available to anyone on the same network as you, what they do with this information depends on you, the user. Try to stay calm, and do not hang around "packet-kiddies" as they are called. If they do not like you for some reason they may packet your connection, disconnecting you from your irc/isp connection. Most people should not have run-ins with them.
There are safer methods of using the Internet Relay Chat network, such as a proxy. Most IRC proxies are on port 3128, and can be set to use in the Options menu of most clients.

Added by oWn3d: Proxies are also used for spam on almost every network. Networks such as DALnet and Criten have made rules against proxies on their network.
