An IRC Bouncer (AKA BNC) is normally used to remain anonymous around IRC. When on a BNC, Virtual Hosts cover up your real IP. Instead of connecting to the IRC Network/Server first, you connect to the BNC. When logged on, you've got options to select virtual hosts, add users, and connect to the server. When you connect to the server, your chosen Virtual Host shows instead of your real IP.

To get BNC access, you'll have to purchase a shell account. Google for "shell accounts" and you'll probably find a few sites.
