The cause appears to be the DSL connection tool, and occurs when the computers are on any type of LAN. One solution is to simply remove the folder the tool and remove the tool from the start menu. The folder is C:\Program Files\MSN\MSNIA and the Icon is in the Start Menu. Note: you must stop the tool if it is in the systray (right click and select exit), and reboot prior to removal of the MSNIA directory. Finally, remove this folder from all computers in the LAN. Reboot each computer after removal of the tool.
