Nobody knows. It may change from day-to-day, and depends on what features you want in a browser. It's kind of like the classic, "Which is better--Chevy or Ford?"--and gets just as much heated discussion.
There was a BBR poll in November, 2007, which you can read about in this thread from the Software Forum. That forum also has another FAQ entry with a list containing links to the most common freeware/shareware browsers: browsers.
If those aren't enough, here's a list with links to about 200 browsers: Browsers.
While BBR doesn't have an officially preferred browser, justin  , the site owner, has posted this, endorsing Firefox.
