This feature is in place so that uploaded images can be used anywhere within a post, not just above the text. When you are at the upload dialogue box, there is a tag next to every potential upload box, labeled [att=X], where X contains a number. The number corresponds with the file being uploaded. If you type this tag, [att=1], in a forum post, your first attachment will show up where you typed the tag. The tag text will show up if you have not uploaded anything. [attachment=X] also works.
