Kodak's Taking Great Pictures is hard to beat, whether you use film or digital.
A 10-tip list which is excellent for new photographers, and serves as a good refresher for the more practiced ones: 10 tips to great photos.
Specifically intended for digital camera users is Digital Photography, an online book.

The Gimp is on a par with all the name-brand ones, and works on several platforms. The Windows version is here. Warning: It's in two parts.
IrfanView, while not as well-featured, does a lot of things very well.
A relative newcomer, Oriens Enhancer GOLD, is midway between them in features, as is Pixia.
