Netscape 1-4 is Not based on Mozilla.
Here's why:
In 1998 Netscape Communications Inc. Decided to release their source code to Netscape 1-4. So the Mozilla Organization was founded to Beta test the future browser sources. Since then all netscape releases, aswell as other browser releases, use the Gecko Rendering Agent from Mozilla.
