When someone clicks on a link a new window will open but many times it will be blank and this has often solved the problem for many members here...
Start Run Type in (exactly as shown)
REGSVR32 URLMON.DLL
When it says completed Go To:
Tools Internet Options Programs And Click Reset Web Settings Apply and/or ok it and Reboot

Here's the problem, when you click on a link in an email in Outlook Express what used to happen was a browser window would open to that page. Now absolutely nothing happens. I have to copy & paste links in an open browser window to view.
You need to re-register the URL monitor. If you are having any kind of hyperlink trouble try this.
Click on "Start" then go to "Run" and enter:
"REGSVR32 URLMON.DLL" (without quotes).
You should then have a dialog box telling you that the procedure was completed. Added 04/19/03:

There are several ways to attempt this with IE. Here are some to try:•Open a window and drag it to it's full size. Don't use the maximize setting (double square thingy). Then close the window using the X while holding down the shift key. Then open the window again and it, and any subsequent windows should then open maximized. Repeat if needed later on down the road, if you should resize a window to smaller.•Also try holding the shift but close your window with File/Close (on Menu bar)•Adjust window to the size you want (perhaps with the maximize button). When you're done, just press Ctrl - and press the X. Note - the solution seems to vary by OS, etc.

This is a known problem if the cache becomes too full.
Solution: Empty your Temporary Internet Files.
In Internet Explorer: Tools/Internet Options/Temporary Internet Files/Delete Files.

These ideas have been gleaned from threads in this forum, various mvps.org pages and in the microsoft.public.windows.inetexplorer.ie6.browser newsgroup. They have helped some people resolve the problem but your mileage may vary.•Clear all the History and Temporary internet files.•Turn off any running Proxy Server.•Change encoding to Western European (Windows).•Verify the following are checked under Tools-->Internet Options-->Advanced:•Play Animations in web pages•Enable third-party browser extensions•Show Pictures •If you have installed Web Accessories for Internet Explorer, make certain the Toggle Images component is not being used.•Change caching option to "Check for newer versions of stored pages" to "Every visit to the page".•Running the following commands (in order) from Start-->Run with all program shut down Note - this resets file associations back to the standard defaults, so some image apps may complain. You can reselect your file associations later):•regsvr32.exe /i shdocvw.dll (all versions) •regsvr32.exe /i shdoc401.dll (if WindowsME then regsvr32.exe /i thumbvw.dll) •Open your Registry and check the keys below (start-->Run, type regedit.exe, press ENTER HKEY_CLASSES_ROOT\.jpg Content Type should say "image/jpeg". Do the same for .jpe and .jpeg HKEY_CLASSES_ROOT\.gif Content Type should say "image/gif" •Try eliminating the possibility that any download accelerators\pop-up killer\firewalls\AV programs are contributing to the problem. Norton Internet Security was a known cause when IE6 first came out -- reference Pictures Are Not Displayed on Web Sites in Internet Explorer(283807). If disabling resolves the problem, then remove\reinstall the program.•Reinstall MS Virtual Machine.•It's been suggested that unchecking "Use HTTP 1.1" and then selecting the "Use HTTP 1.1 through proxy connections" setting may help. This can be found under Tools-->Internet Options-->Advanced.•Open the registry and - browse to: \HKEY_LOCAL_MACHINE\SOFTWARE\Classes\PROTOCOLS\Name-Space Handler\ - Delete the 'http', 'https' and 'ftp' (leave the 'mk' key) Restart PC for changes to take effect.•Do an IE Repair.•If you are not using a hosts file, then go to Windows/system32/drivers/etc and rename all host files that begin with "host" to "host.sav" A few people have gone to the extreme measure of a clean reformat and re-install of the Operating System. Unless you have other reasons to to do so, this is not strongly recommended.

This is because Outlook Express is integrated with Windows Messenger. When Messenger is removed using some of the popular uninstall methods, there is one registry key left behind that causes Outlook Express to take a long time to load. On some computers, this may be accompanied by an entry in the error log saying "The server {FB7199AB-79BF-11D2-8D94-0000F875C541} did not register with DCOM within the required timeout"
To fix this, start REGEDIT.EXE and navigate to the key: HKEY_CLASSES_ROOT\CLSID\{FB7199AB-79BF-11d2-8D94-0000F875C541} You can also do a search for this key to get there easily.
In this key, you will find the keys InProc32 and LocalServer32. In both of these keys, there is a default key. Change the default key to a empty string. Reboot your computer after making the change.
NOTE: Backup your computer and system registry before proceeding.
NOTE: This FAQ item is applicable only to Outlook Express, NOT Outlook.

SYMPTOMS When you run Outlook on Windows 2000 and connect to your Internet Service Provider (ISP) to retrieve messages from a Post Office Protocol 3 (POP3) server, your password is not retained even though you have selected to save your password.
Microsoft now has a Knowledge Base Article with instructions for correcting this problem.

To stop those annoying pop-up runtime errors in Internet Explorer, open a browser then go to the Tools menu-->Internet Options-->Advanced and put a check mark in front of Disable Script Debugging in the Browsing Section.

Problem Symptoms ---------------- A file will appear on your desktop with the file name of simply "~" (the tilde character). Clicking on file properties does not seem to be very helpful.
Affected Software ----------------- What software is involved?
This problem happens to users of Outlook Express 5.5 and 6.0 only. It can happen with any version of Windows.
The Cause --------- It has reportedly been caused by the April, 2003 Microsoft Critical Security Update, Outlook Express Update Q330994 due to a a glitch in the code of this Security Update that affects the Outlook Express backup Address Book. The primary address book is called yourname.wab. When you update the primary address book, your old address book should be copied to a backup file called yourname.~ab.
After this security patch is installed, the backup process is broken. Your old address book is copied to a file called ~ (just the tilde character) and put on the desktop instead of the Outlook Express Address Book Directory.
This causes two problems. First is the appearance of a suspicious file on the desktop. Second is misplacement of the backup Outlook Express address book.
Note -- this was reported as early as November, 2002 in a Security Forum thread -- I found a mystery on my desktop
Verification ------------ To verify that the patch has been installed on your machine, open Internet Explorer, select Help, then select About Internet Explorer and confirm that Q330994 is listed in the Update Versions field.
To verify the individual files, use the patch manifest provided in Microsoft Knowledge Base article 330994.
What should I do? ----------------- You have two possible courses of action.
1) Ignore the extraneous file on your desktop. Make a mental note that it contains your backup Outlook Express Address Book. It is very unlikely that you will ever need this file.
2) You can remove the security patch. To remove this patch, use the Add or Remove Programs (Add/Remove Programs) tool in Control Panel. Click Outlook Express Update Q330994, and then click Change/Remove (or Add/Remove). Once the patch is removed, you can remove the file from your desktop and it should not reappear. Any vulnerability that the Security Patch fixes will remain in your system.
Some time in the future, Microsoft is expected to issue a fix to the fix.

Fix #1: (Easy fix for Novice Users)
Simply create a regular Shortcut on your desktop. Since this is a regular shortcut it will have the regular shortcut look and Properties context menu will not allow direct access to Internet Explorer's "Tools\Internet Options" menu.
Fix #2: (Moderate Difficulty)
This is particularly relevant if IE icon is missing only from one or a few users only.
1) Use "regedit" tool and navigate to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\CLSID\{871C5380-42A0-1069-A2EA-08002B30309D}\ShellFolder
2) On the right pane you should see "Attributes" which is a REG_DWORD value. IE sets this value to 0x10000 to hide the icon when deleted. Either delete it or rename it (say to "xAttributes") or set it to value 0.
3) Exit Regedit and click on the desktop and press F5 key (or right click and select Refresh). If this does not bring IE icon, try logout/login again or reboot the computer.
Fix #3: (Moderate Difficulty)
This solution works for older Internet Explorer. For recent versions of IE, it may recreate the icon but Icon might not work to launch the program. Try this fix if the solution #2 does not work.
1) Select HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer\Desktop\NameSpace
2) Add a key with the name {FBF23B42-E3F0-101B-8488-00AA003E56F8}
3) Now select the new key created above. Edit "(Default)" value from the right pane. Change the string value to The Internet
4) Exit Regedit and click on the desktop and press F5 key (or right click and select Refresh). If this does not bring IE icon, try logout/login again or reboot the computer.

You have had what many refer to as a Browser Hijacking where some of your browser settings have been altered by malicious web sites and\or software. Some of the effects one may see are changes in their search pages, home page or some of their Internet Options have been removed from the tools menu. Hopefully by visiting the links below you will eventually have your settings back to at least their default state. When you attempt to select "Internet Options" on the Tools Menu you may be presented with an error message...."This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator."
A few of the possible causes are listed below:•Because you are part of a domain and the Administrator has created a Group Policy forbidding access to Internet Options.• Your browser has been what some refer to as Highjacked and an entry was possibly made in your registry that prevents the use of Internet Options. If you feel comfortable editing the registry you can locate the below registry key.
HKey_Current_User/Software/Policies/Microsoft/Internet Explorer/Restrictions
After selecting the Restrictions key....If the value called NoBrowserOptions exists in the data area to the right of Restrictions, delete this value and restart the machine. WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Use Registry Editor at your own risk.•If you use the program Spybot Search and Destroy, you can read their FAQ concerning how this can happen with their program....I can't access my IE settings any more!
