From Microsoft:

Converters enable you to open files created by people using different versions of your Office programs. Find the appropriate converter for the version of the Office program on your computer.

Viewers enable people who don't have Office programs to see your work. Simply provide them with the appropriate viewer along with your files. These tools can be found from the Microsoft site:

Yes and no.

Yes if the version you own is retail and you which to place this on a laptop for use when you are not using your desktop.

No if it is an OEM edition of Office or you want to place it on two different Desktop computers.

Call Microsoft Customer Service if you are not sure which version you own, and they will let you know if you can do this.
