Double checked all settings as per troubleshooting FAQs, but still can't see Java applet. (XP/SP3; IE7; Java v6 Update13)

I also get Network Timed Out error message, I have tried over several days and still the same error

Windows XP, Java 6.29 verified enabled in browser through Java control panel. Rebooted browser. Rebooted system. Still no applet. What gives?

win7 64 bit, with IE9 64 bit version, downloaded 64 bit java version for IE9 and installed and rebooted system, still no joy, it just does not display the applet, the instructions, say to enable it in the web browser/tools/advanced/java, but such a setting is not in advanced
