SAME and FIPS codes are used to allow only alerts specific your US county to put your radio into certain alert modes.
To find specific alerts codes for your county click HERE
You can also get FIPS codes at the NWS site;

You can also get codes by calling 1-888-NWR-SAME (1-888-697-7263) for a voice menu.

Reuters has an alert site that is updated frequently with weather, climatological, earthquake and other situations. The site also has maps, satellite images and pictures related to the incidents or situations. You can download a desktop tool to receive alerts or subscribe to email notifications on the topics of your choice.
