Figuring out the cause for high ping and lack of bandwidth

In the late afternoon, into the evening, the connection goes to only usable for surfing on sites like youtube, and plain old web pages, but it's slower than normal, gaming is impossible.

http://www.dslreports.com/linequality/nil/2590473

I ran that when connected directly to the NID(outside) bypassing house wiring. Morning, and early afternoon, connection is okay, though ping fluctuates more than normal I believe.

Speed test shows me pulling 1 meg download at times in the evening.

I use TDS. Only other service is time warner, and I'll never switch to them.

I pay for a 10/1 package.

MTU is 1500 which after running ping tests, is optimal for my setup, though since I game, been thinking of lowering it a bit anyway.

When the connection goes smooth, ping gets as low as 25 ms, but as high as 300.

ADSL Link Downstream Upstream
Connection Speed 10816 kbps 1152 kbps
Line Attenuation 33.0 db 19.5 db
Noise Margin 8.4 db 6.0 db

Evening numbers, using a netgear modem router, pulls the connection slightly better than the modem TDS sends you.

Help is appreciated.
