Post office mixup

A few months ago a relative of mine setup a PO box. They found out after that it would take 2 WEEKS for the change to happen and during those 2 weeks the mail was going to stay at the main post office whatever that is. So after not receiving any mail for 1 week and not being able to find out where the main office was to pick up the mail my relative went and reversed the change. Right now some of the mail still doesn't get to them and they have been to the post office many times in the last 2 months to try and solve the problem with no luck.

Does anyone here know who they need to call to complain to solve this problem? As of now there's been a few paper bills that have been paid late because of this problem.
