Slow Speeds

I just want to post a topic here since I'm getting nowhere with SureWest's CS. They keep telling me they aren't seeing anything wrong with my internet. I use their internal speed test and speedtest.net and it always shows I'm getting the speeds I'm paying for but I'm not seeing it in the real world. Its been a long time now since I've seen my download speed in the 1 MB/s range, currently it usually averages in 150-500 KB/s. My upload speed is fine, its just the download I'm having a problem with. Here are tests I did on testmy.net:
http://testmy.net/quickstats/SureTest

I'm on their 15/15 plan. The only way I seem to be able to get near the full 15Mb/s speed is when I use bit torrent but when I use HTTP/direct download and stuff like on DropBox or say the following file on Microsoft: http://www.microsoft.com/download/en/details.aspx?id=24 I get really low speeds. I know I can get full speeds from Dropbox and especially Microsoft since I regularly use Dropbox for my files and I like to use Microsoft as my speed test source.

Also, I found another guy which seems to have similar problems with mine. Different ISP and he created the thread about a year ago. Here is the link: http://testmy.net/ipb/topic/28153-strange-issue-with-comparison-between-testmynet-and-speedtestnet/
CA3LE say it could be "Peering" "Peering Relationships" but I'm not still not sure what that is.

Just wanting to post this here in case someone might be able to help me. This has been driving me nuts for the past month and a half and I'm really considering of giving Comcast a try in the near future if I can't get this fix.
