My DSL connection via Cincinnati Bell & Packet Loss

My DSL connection (Cincinnati Bell's Zoomtown) has been unreliable for several months. At first I thought it was my DSL modem and I had it replaced. It kept doing it. So I replaced my router. It kept doing it.

Suspecting packet loss, I did a ping to a couple of servers, increasing the packet size to 512 kilobits and doing a 20 turn ping. After 5, I would have 0% packet loss. After 20, I had 5% packet loss. My average latency was 107 ms.

So I came here and did the line test.
Here are my results:

I must admit I'm not able to read this chart, or maybe I am, I haven't looked at one of these before. If anyone could help me out here, I would greatly appreciate it. It's been a very long time since I've done any kind of networking as a hobby, and helping me figure out what's going on with my internet connection would be great.
