intermittent static problem

I've been having an intermittent problem: my netopia 3347 starts getting CRC errors out the wazoo, the signal margin drops from it's usual 14db down to 6 or even 1db (I saw it at NEGATIVE 1.0 once), and the speed drops from it's usual 6016kbps down to 3416 or something similar (lowest I've seen was 2765).

When I pick up the phone receiver, I hear 15 seconds of the awefullest static, then it clears up, and the modem syncs back in at 6016k... for a couple more days.

What gives??

The at&t tech people I've talked to are giving me phony balony lines like they're surprised that I can get 6meg service at all (we are out here near 14kfeet from the office), that the line is running "close to capacity"--at 80% percent (the max sync rate according to the snmp stats is 8192k during normal operation) and that it may not work correctly except at 3meg or even 1.5m. They've run a "metalic fault" diagnostic and found nothing--but that was during a time that I wasn't having trouble (it will actually clear up by itself if I do nothing--but not for 40 hours or so). The problem only seems to happen after 6pm on holidays and weekends.

Am I going to need to put an autodialer on this line to pick up the phone line and call a fake number (probably our fax line) every hour or so to keep static from building up on the line or something?

Right now I have a single phone wire (the one that came with the netopia router) going from the telco network jack itself to the dsl modem. No filters, splitters, or regular phones.

I've tried it with one cord going to a DSL filter THAT THE DSL GUY HIMSELF GAVE ME AND HOOKED UP FOR ME that split the line between the dsl modem and the single phone I have hooked up to the line. Same problem occurs.

The last time I had one out here, he found nothign (the problem happened on a Saturday and cleared itself out by Sunday evening--he didn't get here until Monday) who gave me his phone number, but I decided not to bother him on Thanksgiving when it happened again... gee, he was just here Monday....

DSL connection 3x slower then before.

As of right now my computers internet connection is downloading @ 416 kbps ( 40 kb's )

Before I got a new computer it was 3x that. I was wondering why it has changed and how I can change it back.

Also before with my old computer my internet would be at 416 kbps. When I had to replace my hard drive I used my sisters hard drive with all of her files still intact and it my internet connection jumped from 416 kbps to around 1000.

Is there any certain type of program that could of done that?
