What are current fees for Next2Nothing plan?

Just went through their website and read some reviews here. (Love the fact that a VoiceStick VP, BruceN, frequents this site.) I just cannot find exactly what fees are for the Next2Nothing Plan. It sounds like no fees, with a monthly minimum of $1, BUT their website also mentions "Fees may apply for customers requiring a PSTN telephone number to receive off network inbound calls" (http://www.voicestick.com/Rates/Index.aspx). I'm looking to use both incoming and outgoing calls.

So, what's the real story?

Thanks!
