Fiber Connection In Crawfordsville, In

Hello! My local power company, CEL&P (Crawfordsville Electric Light and Power) recently opened a new branch called acCELPlus. They offer fiber internet connection and Television. I believe that the standard internet package is as low as $25 a month, but I upgraded to a static IP address package for $10 more a month for server hosting advantages. That is besides the point though. I am here to figure out some information and get some insight on a problem that I/the internet company is having. For about 6 months after initial installation I was reaching speeds of 20mb down and 3mb up, now I am reaching about 10mb down, still 3mb up.

This is just part of the situation though. Starting about 2 weeks ago I started noticing high latency spikes starting every night around 7:00 pm lasting as late as midnight. I play Counter Strike, an online FPS game so I noticed this problem immediately. I thought it was my router at first so I messed around unplugging and resetting it a bit and finally came to the conclusion that it was the fiber company's problem. I called in a couple times and was unable to get a straight answer from their low level technicians. I finally reached an administrator and was told that they are having unexpected bandwidth shortages due to the amount of users that have signed up. I talked to them a few days later to get an estimate of how long it would take to resolve the problem and I was told more than a month.

A typical latency to a chicago server is around 10-13 ms, but starting at 7 every night it will spike to over 200ms every few seconds.

My question is, can they really have reached their bandwidth limit spontaneously like this? I used this service for over a year with no problems at all until one random night. Ever since then it has done this every night. I would assume that if they were having bandwidth problems it wouldn't have just started so abruptly and continued CONSISTENTLY every single night. I figured they would have nights where this problem wouldn't exist. My next question is, if they are really having this problem what does it entail to fix it on their side, and how long does this usually take? I love this connection, but many of the hobbies I am involved in rely on a stable connection, and I have been frustrated to the point of calling in and yelling followed by canceling the service.

Any opinions or insight is welcome. I just want some answers. Thank you.
