In Canada many have gone back to dial-up from Braodband

With Canada's traffic shaping and speed throttling as well as port blocking many have opted to go back to dial-up. The difference in speed isn't that great when you've been speed throttled silly.

Dialup is a free market, Broadband is not.

Dialup still offers competition, unlike broadband. In my neighborhood, I can choose between Comcast or Verizon FIOS for broadband, and sign a year or two long contract which involves bundling internet service with cable TV and telephone service, making it much harder to switch providers.

The choice between two companies with similar pricing is not free market competition, it is a duopoly. Dial up providers are MUCH easier to switch, there are many of them to choose from, and switching between them is very easy (except for getting out of AOL!). They need to cut prices to the bone to stay in the game. The Verizon/Comcast duopoly is under no such competitive pressure. And once FIOS arrives in your neighborhood, your $14.95 DSL service will disappear in a flash.
