I dont believe that report

Germany on 7th place? I doubt it very much since there are still lots and lots of areas that dont even have the smallest (384kbit) DSL available and still need to use the very expensive and extremely slow ISDN, EDGE or satellite connection.
The big cities are very well provided, but most areas more than about 30 km away from them is STILL screwed.

Wasted Broadband

Well, if cable companies would get rid of a lot of the garbage
on their network the spectrum could be used to increase
broadband speeds. For instance, do we really need 6 HBO channels?
What about those digital music channels comcast has up in
the 900's? Does anyone even bother to listen to them?
Don't even get me started on MTV2. One hell is enough.

It's just my opinion but, a lot of the broadband capacity we do
have is wasted. How much are people paying for stuff they
never ever watch? How about giving customers programmable
boxes that allow them to lock out whatever channels they
don't want? If you don't want CSPAN, lock it out, and the
equipment at the head doesn't send the signal to your box,
and the capacity is used to speed up your broadband.

I don't take these reports seriously.

Generally I don't take these reports seriously. Access to reasonable broadband is a requirement for many. The U.S. certainly has a sufficient number of areas which are rich in broadband access. If it isn't important to people, then why push it?

Today most people probably decided where to live, and if there is no broadband, they probably made that choice.
