 | | No more slush funds (1) Eliminate all taxes and fees that were meant to be applied *only* to the infrastructure of the PSTN and which, therefore, do not apply to a voice service running over different infrastructure (as in, broadband). (2) Repeat (1) as needed. | |
| | | Don't fear the reaper The Department of Defense (DoD) has been working towards the world-wide VoIP goal for years. Significant research has been done (and tested) to ensure voice quality is good (MOS 4.0 or better), and connections are reliable. DoD sends VoIP systems for certification to ensure only reliable and quality systems are certified for government purchases. DoD sytems are held to all the standards of POTs systems, plus additional stringent requirements for military use systems. Much of this work (which has been taxpayer funded) can be leveraged to ensure the transition is as painless as possible. Existing VoIP systems in the DoD already have the mechanisms discussed in this forum including: QOS, 911 compatability, call metering, feature transparency, voice quality MOS, reliability, fail-over fault tolerance, common protocol and CODEC requirements, and an easy interface mechanism for existing TDM/POTs systems. As long as the FCC utilizes the existing work which has already been paid for, the bumpy transition will be less painful. | |
