You forgot to note a key phrase "providers of bandwidth-intensive content" must pay. This is the telco providers dream, charging Google, Netflix, etc for access to their customers already paying for service.

So this new crappy pricing scheme will allow minorities and other poor folks to also enjoy this crappy pricing scheme. This is his point?

Excuse me what can you do TODAY with 2 GB let alone in 2020? And please no one bring up the fact that 2 GB is plenty for a cell phone because this guy CLEARLY mentions BROADBAND use which I take as HOME PC use. You might as well stick with dial-up. At least you can get 17 GB a month from that.

So the FCC wants to take away free OTA TV from these very same poor folk and give it to these at&t idiots so they can charge these poor folks outrageous fees for "broadband" that is limited to 2 GB a month?

I am apparently missing the upside to all of this. Someone explain please.

     You aren't looking at it in the right way.  Of course there's an upside; for AT&T.  It's another way to attempt and fail to justify their decision, and make it sound like a good thing for most people.

     You are right though, that there's no upside for regular, normal people.

     In a great many places, including in these "inner cities," DSL is available, and there's a $20/mo. tier for 768Kbps/384Kbps (or was it 128Kbps upload?).  Therefore, I don't buy the argument that the present way of doing things prevents anyone from getting on the Internet.

     $20/mo. is not a lot of money at all; anyone can afford that.

     There are even free ways to get onto the Internet, or at least most of the WWW (HTTP and HTTPS), since many public libraries offer that.  I say most because public libraries often won't allow the viewing of pornography or other adult material, but that sort of thing really shouldn't be viewed in any sort of public setting.

     So again, just how is the current way of doing things disadvantageous to anyone, with regards to Internet access?

     At this point, the only people who don't have broadband are those who don't want it for whatever reason (a very small number that grows smaller every day), or can't get it at a reasonable cost, which is the case in many rural communities.

Oh you mean like my county which half the population can't get it? Considering we're in at&t territory I'm not seeing how these caps are going to all of sudden encourage them to build out their DSL footprint. They don't even bother to offer 3G here. So I call bullshit on at&t.

Simple FTC fix? Index all overage charges to a national "bandwidth price index" - something like the CPI, but accounting for the cost of wholesale Tier 1 bandwidth plus amortized infrastructure costs. After all, heavy bandwidth users "cost more" for the ISP, according to them. Sure, call the CPI inaccurate, but it is at least correct to an order of magnitude, unlike current overage charges (seriously, 10$/GB is supposed to be AFFORDABLE?) If the overage charge is significantly above the BPI, the customer has the right to refuse to pay the stated overages.

I guarantee you'll see the cap+penalty plans disappear tomorrow.

PS As for the entire issue, I am much more in favor of bandwidth throttling to "gov't mandated broadband" (i.e. 768 kbps, but this will get bumped up) rather than transfer caps.

PS Wikipedia currently lists the total cost per gigabyte as approx. $0.10/GB (»en.wikipedia.org/wiki/Br ··· t_access). That includes, of course, 80-90% fixed costs as well. That's a reasonable position to start from.

No one is forcing you to pay for service. If you don't like the rates AT&T charges then don't use AT&T or don't use data services. There are other options.

This made me break out in laughter and sadness at the same time. Laughter for it not being true, sadness for 99% of the people reading it that think its true. If anything, the cost to deliver bandwidth has gone DOWN in price, and will continue to go down in price.
