LOL. Yes, if you are the only one on the public AP and within 100 feet of the AP. Neither of which is likely on a public hotspot.

| I'll tether to my phone before using public Wifi but more public FREE WiFi is better than less. Google's will less likely be overloaded. |

Getting ~120mbps of total throughput isn't uncommon for corporate grade access points with 802.11n if they are of the smart antenna variety. |
