China has full control of their own network. If they do not like ICANN, they can disconnect from the Internet, build out their own backbone, issue their own Chinese domains, and stop whining like the petulant two-year old it is.
But don't complain it is not recognized by ICANN sites. China won't mind conducting business in the US by phone. If it still works I would be very surprised. Maybe a Western and Eastern Internet is not such a bad idea, and only open it to diplomatic channels.
Personally after listening to 60-years of saber rattling, I would be happy to not buy one piece of Chinese junk again.
