Nice in theory, but the same result.
The debt is "forgiven", along with the tax on debt forgiveness, and more money flows.

If its a private loan, the bank is forced to lend by the feds to prove they don't discriminate, then blamed when the loan goes unpaid, then we pay for the loss, the debt is forgiven, again, along with the tax.

Perhaps we should simply let the locals decide for themselves whether, or not, they need or want to pay for broadband, and whether it is relevant for their schools, rather than trying to "help" them to someone else's money.

Plenty of dotcom millionaires send their kids to schools without computers. The research isn't settled, and it never will be, but there appears to be a direct effect of point-n-click googleducation on brain wiring, which may not be a good thing.
