effectively they are not breaking the rules because they are not selling broadband, People just happen to be getting it...

When the government "competes", using tax money, against the very entities they sold franchises to, it isn't a free and fair market.
This bill just ensures that these markets remain competitive, rather than allowing local politicians to play Santa, with our money, and bankrupt the incumbents. It doesn't prohibit another broadband firm, CLEC or overbuilder, only munis. |
