...but it's more important for the citizenry, which are the government's allies incidentally ( or basically THEM), to see when their individual private data is being improperly used by the government so that the citizenry can later elect government representatives that will not continue to perform these acts against the citizenry.

Evidently the US gummint is only looking for really dumb terrorist--that is the ones that use the internet to coordinate their attacks. The smart ones will use face-to-face contact and/or hand delivered messages (which is why it took a decade to locate Osama Bin laden).

Such information would be invaluable to our adversaries citizens, who could thereby derive a clear picture of where the Government’s surveillance efforts abuses are directed and how its surveillance activities change over time grow exponentially over time," ... and then could take steps to remove political and bureaucratic cronies to curb said abuses.

This is the problem with the whole system, They cast a wide net to catch the next 9/11 but because of that they miss the Boston type attacks.

Sucking in data only helps if your targets are actually generating data.
