on the other hand i would hope any public wifi hotspot that has a congested back haul but plenty of wifi bandwidth would not upgrade until they fix the back haul first. when i worked at a computer store nearly every day people would come in not understand why a new router was not speeding up their slow DSL connection.

Sounds suspiciously like just allowing more channels for more bandwidth rather than adding any real innovation. Based on that, congestion would net about the same speeds as current wifi.
