Muni substidy

All the law does is make the muni projects act like private companies. I think the people in the area could start a coop system.

I wonder if they could get around the law by building a dark fiber network and lease the FTTH to any content provider that wants to provide service to a customer. That way no one would be shut out by a monopoly muni system.

If I did not use the service I would not want to have to help pay for the system by taxes and fees on other muni services.
