...to which I think they're referring to going from a cell or PCS network to the WiFi and maybe back to the cell/PCS net, possibly during a call. The idea is to get your minutes off the (expensive) cell net and onto another (less expensive) net. -- English is a difficult enough language to interpret correctly when its rules are followed, let alone when a writer chooses not to follow those rules.
