All they can do I think, is block inbound VOIP calls. IE Calls which route to their own POTS system. Outbound calls terminating in another Country's POTS system can't be regulated, unless they block all VOIP traffic.
So this is going to save them what? Half the missed revenue? What's it going to cost the ISPs to implement the ban? Pretty dumb!

all licensed ISPs in Israel begin blocking Voice Over IP (VoIP) communications that terminate in the (POTS) telecommunications network oversees. There aren't many Israel-friendly countries in Europe, Asia, or Africa. [Disclaimer: I'm not going to comment on why that is or if it is undeserved/deserved.] So Israel isn't going to like that a large portion of their civilian communication system is in the hands of a foreign communications company, which can be manipulated by a foreign government.

Your remark clearly shows how clue-LESS you are. The reason for the things you mention are all related to the fact that State and Religion are not separated. The religious party's in the government apply pressure on the government for certain things and that's why Democracy looses it's strong hold in Israel. Jew's are not allowed to marry Non-Jews because Marriages are controlled by the Religious Movements.
