Smaller traffic sites will take forever to load

If you throw all the big sites with the most traffic on a list to give them priority over everything else. How is everything else going to work? I am sorry but it makes no sense to have the googles and the yahoos pay to basically block other traffic.

Forgive me if this was refered to as I only scanned thru the posts-But does it actually cost more to use the bandwidth that's just sitting there unused?
