| Federal Offense Even if it's not placed into a mailbox this could be considered mail theft. Also if someone could prove they did it and objected to it they could sue RCN for tresspass and theft. The FCC could view it as anticompetitive behavior and fine RCN also.
IMO pretty stupid thing to do.
