The city in which I live in, Irvine, CA, has the same issue. They had a very lenghty council meeting with one of the Lightspeed reps over this issue a few weeks back. Keep in mind, this is a city where we don't have any telephone/electric poles (everything is underground). If AT&T would give these municipalities the kickbacks (franchise fees) they want, they'd let AT&T erect fluorescent Death Star replicas along with the boxes. The boxes are just a convenient excuse.
I mean, take a look at that ugly fence behind the box. Geneva, IL just ain't a place that actually cares about aesthetics. |

Yes it is the boxes, and you are wrong on 2 points:
1) As a resident of Geneva, IL. I can tell you that we do care about aesthetics!
2) If you actually read the captions for the pictures, you would see that these boxes are in Wheaton, IL., and are used as examples, the pictures were not taken in Geneva. Currently there are no lightspeed boxes in Geneva. |

I'd welcome one in my yard. Free paintball target PLUS super short copper loop PLUS that much less yard to cut. Sign me up! Bunch of spoiled brats worried about a box in their yard. Maybe I should move there and make my new whining neighbors paintball targets too.

For the record, this issue has never been about franchise fees. AT&T has no problem paying a comparable fee - they just won't sign anything called a "franchise."
The main issue is that AT&T refuses to accept that their video service should be treated like a traditional cable service and will not agree to serve all areas of a city equally (as cable providers are required to do as part of their franchise agreements). -- »www.tricitybroadband.com |

And should NOT have any access without negotiation(payments) for usage of public property. (The standard is even higher for private property.. )
1st and foremost.. The upgrades are NOT necessary in order to provide phone service. Any upgrades are for OTHER non-public purposes.
Now.. If AT&T decides to unbundle on a non-discriminatory basis and allow other ISP's access, they might regain their common carrier status. |

God lord it just a few boxes. No body world be complaining if it was a few extra stop lights. The boxes used are the same size.
Let us not forget this is Geneva, Illinois. This is the same town wanted to build their own Muni wireless system. Now tell me how many "unsightly boxes would need to be put up for that. The whole issue is just politics, only muni wireless buys political power and votes, and franchise is just another word for shakedown. Geneva, Illinois is just carrying out Chicago-lands fine tradition of political corruption. |
