Narrowband-only makes it a little harder for Western culture to influence the population (fewer images with the text, less music and movies). They've started enforcing the longstanding ban on satellite dishes too, which used to be very lax.
But it's really about maintaining the power of the clerics who control the government. There's a system of religious councils or something similar, parallel to the formal government, which more or less dictates domestic policy. But the younger generation want more freedom, in male/female relations and other areas. There was a trend to liberalization before the US started threatening Iran. Now it's going more conservative again.
The internet might become more valuable for communications if the US attacks. | |

The Iranian people have a robust black market for tech goods like satellite gear and shortwave radio and. have had it for years now. They are not stupid, nor are they gulled by their government.
All the ones I have spoken with and known have been well educated people trying to get ahead and feed their families, just like everyone else.
Sooner or later, the Mullahs will be overthrown. It's inevitable. The Iranian people hate them with a passion which usually leads to revolution. They rue the day they overthrew the Shah and have for a long time. | |

I think the Government's clamp down on access to foreign information sources might have something to do with the growing unpopularity of President Mahmoud Ahmadinejad.
Iran has a major election coming up. President Ahmadinejad is less certain of a victory than before. Many Iranians are upset with his actions. I suspect that the ban on high speed internet is meant to stop people from listening to and watching foreign feeds. Remember that they have just cracked down on Satelite TV.
Attached is a recent analysis of the situation published in the Gulf News, a Dubai based paper. Dubai is geographically very close to Iran and keeps a careful eye on what is going on there.

What is particularly unnerving is their predictions that Iran will attempt to foment further tensions in the region by: (a) reigniting the Israeli/Lebanese war; (b) pumping more weapons into Iran or Afghanistan; and/or, (c) staging a coup in Lebanon to put it under Hezballah control. As to the last comment, I would also note that the same paper reported massive weapon smuggling from Syria to Hezballah controlled factions in Lebanon.*
There is nothing more dangerous than a cornered animal and I think this animal might be feeling a little cornered. I suspect that the Gulf News is correct that the current leadership of Iran will attept to divert the public attention from their failures and they are trying to limit the access to foreign media sources which will call them out for this.
