this is because Nville wants to be a phone company

They (Naperville) were trying to become a phone company themselves last I was living there so this is not just a fairness to our residents thing.

It is also a competition thing.

In an effort to encourage citizens to rally against the proposed law, Naperville has placed mock-ups of the ugly U-verse boxes around town bearing the message “brought to you from AT&T.”

At&t i have a better idea just MOVE on to a different town. Naperville doesnt want it so move on to a town that does.

How much money these companies piss away into legal stupid crap is beyond me.

 Link & Info on Illinois House Bill 1500 statewide franchise

Creates the Cable and Video Competition Law of 2007 in the Public Utilities Act. Provides that a person or entity seeking to provide cable service or video service must file an application with and obtain a State-issued authorization from the Illinois Commerce Commission. Provides that the holder of a State-issued authorization must: (1) comply with rules concerning customer service and privacy protection; (2) designate a sufficient amount of capacity on its network to provide for the same number of public, education, and government access channels that are in actual use; (3) comply with provisions concerning the emergency alert system; and (4) comply with provisions concerning applicable fees payable to and audits by local units of government. Contains provisions concerning the local unit of government's authority over the holder of a State-issued authorization. Specifies the requirements for a holder of a State-issued authorization to provide video services. Contains provisions concerning the access to property and payment for access by the holder of a State-issued authorization. Provides that the Law shall be enforced only by a court of competent jurisdiction. Preempts home rule. Amends other Acts to provide that they are subject to the provisions added to the Public Utilities Act. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

The Home Rule override section:
Sec. 21-1301. Home rule.
14 (a) It is declared to be the law of this State, pursuant to
15 paragraph (h) of Section 6 of Article VII of the Illinois
16 Constitution, that the establishment of standards and
17 procedures for, and the granting of, all cable service and
18 video service authorizations after the effective date of, and
19 as provided in, this Article are exclusive State powers and
20 functions that may not be exercised by a home rule unit.
21 (b) With respect to the other provisions of this Article
22 that are not subject to subsection (a), a home rule unit may
23 not impose restrictions or limitations that are inconsistent
24 with those other provisions of this Article. This subsection is
25 a limitation under subsection (i) of Section 6 of Article VII
1 of the Illinois Constitution on the concurrent exercise by home
2 rule units of powers and functions exercised by the State.
This bill is going to fly thru the Illinois House. A Senate version is not yet in the works. The Sponsors are bi-partisan House leaders and leaders of the Telecomm Committee.

It is also a competition thing.
IIRC, they were wanting to do this since Ameritech/SBC/AT&T wasn't rolling out Project Lightspeed/DSL due to another fight with regulators, and since the telco wasn't doing it the city said we would.

It's called "cherry picking". This proposed law would remove the only obstacle that is keeping AT&T from doing so in Illinois.

it must have switched again in the last census then when my father was in the hospital there (Rockford) they were second largest behind chicago then was aurora then springfield

Yeah no doubt there, if I had $1 for every time I saw their ad for their phony back "grassroots group" TV4US, I'd have garbage bags stuffed with dollars. Maybe then I could dump them on my State Reps. lawn to write a few favorable laws myself!

AT&T is backing the TV4US lobby that runs commercials that say that if you make your voice heard it will cause cable rates to drop (hahahaha). Of course there is NO disclosure of AT&T's support of TV4US in the commercial. Its made to seem this "concern" is coming from the avg. Joe.

Think about this for a minute...

and consider that this would be what YOUR area would look like if you're in AT&T land and Uverse comes there.

LOOK at those boxes in the photos at the geneva website linked to in the above articles.

And then consider that they reportedly only serve 300 to 400 residences.

That equals a LOT of those boxes around town being needed to serve any given town or city.

It is an eyesore. And these cities have every right to complain.

But then, consider the service that these boxes will be delivering.

AT&T's "next generation" uverse service.

Next generation being internet speeds that are 1/3rd of what I already see on Comcast with powerboost.

Folks...that makes this double concerning. AT&T wants to put these things all over the place to deliver our world something like that.

If it was FTTH, I guess I could be more forgiving. At least it has potential for the future and is cutting edge service, with the potential to surpass what cable co's are doing now.

But to let them do this to our cities and towns to deliver something like Uverse is just all wrong. And personally, just as wrong I think is what appears to be their "screw you all we're going to do it anyway" attitude.

Sue these cities is their game plan. Push for legislation to just bypass our cities and towns altogether.

This is horrible conduct for a company.

This is the worst kind of arrogance in my view.

Why regulators have let this company grow ever larger with mergers is beyond me. They haven't earned the right.

Naperville is one of the richest burbs outside of oak brook. average home price around 500k. im in hinsdale, right down the road from naperville, i wouldnt want one of those boxes around my home. were talking tree lined parkways and set back homes. not a cookie cutter suburb. ergo, a city with a enormous tax base to fight att.

Rick..i don't know what your smoking but..to fill you in on something.

U verse DOES NOT bring faster interent speeds, only thing it does bring is IPTV.

I believe U-Verse users still see 6mbit lines for interent.

I just wish FiOs would come to Chicago, so Comcast ups their speeds to compete.

But since Verizon is to damn dumb it will probably be 2020 before we see that happening..

Uverse would bring faster internet speeds to many people who are currently only served by lower dsl speeds.

But my main point is that at&t wants to come in and what I view as contaminate many cities and towns across their service region with this huge boxes to do what?
Deliver us TV service that we can already get from other sources and slower hsi speeds than we already have with comcast and others?

It just shouldn't be allowed.

I am not against competition but that's not what this is.
And, to do it at the expense of creating eyesores and potentially devaluing our residences is really asking too much.

Maybe your just too dumb to realize that Verizon does not cover Chicago and it will never be offering FIOS there. You may see FTTP deployed there, but it would have to be through the ILEC that serves the area..which is AT&T.

Yeah Just like our "coalition of the willing" in Iraq.

I looked earlier but couldn't find anymore on Chicago's ABC Ch. 7 website a story they did about this. They reported that AT&T was nearly 90% of wewantchoice's funding! And that this should be disclosed in a easy way for the public to see.
