They did not notify customers about "policies" that they decided to "change".
At this rate RCN can lose NYC market to competitors. Torrents are very popular.
RCN can also put in place a more flexible pricing structure.

I have RCN and I have not seen any problems with Torrents. i use Utorrent and downloaded a linux distro last night no problem and left on sharing for a few hours. I will cancel my hdtv service if my connection is being screwed with and go satellite and keep their internet only for basic utility & gaming.
I wonder if those guys who were having problems checked their pings times and packet health within rcn routers. I know RCN has bad problems from time 2 time. |

We did not change any policies towards the management of Bit Torrent Traffic, At this point these issues seem to be isolated around a technical problem we are having with the devices used to enforce the current P2P management policy. (which has been the same for quite sometime)
I'm looking into this now and hopefully will have it resolved very shortly.

I like the way RCN handle seeding with bit torrent. Limiting the number of connections is a lot more tame than comcast's all out blocking. |

Actually limiting the number of connections may be one of the best initiatives against greedy users. As long as you impose the limit on all traffic and not just traffic classified as torrent traffic. This is because a user could still encrypt their traffic connections so that the layer 7 filter couldn't read it. They could use Encrypted transport RC4 or a VPN to a third party network and bypass torrent or P2P filtering altogether. |

I like RCN's policy too. I wish I knew exactly how many upload/download connections they allow so I can tune uTorrent accordingly. But you're right, this is much better than blocking it totally. I get great speeds from RCN on uTorrent and I use it very modestly. |

Uhh.. that's exactly what Comcast does -- closes a portion of the connections when seeding. The only difference is in the case of RCN you're saying that your number of connections is being "limited," and in the Comcast threads people are saying a portion of their connections are being "blocked." It's just two different ways of describing the exact same behavior. |

No, with comcast, I could not seed at all. I could only upload while downloading.
With RCN I am able to seed perfectly.
So, you are wrong, it's not the same thing. |

Well, restricting the number of upstream connections on all protocols can cause problems with some non-P2P applications that also rely heavily on a large number of connections.
For one thing, games. When you have a list of 27,000 servers to query, having a limited number of connections is certainly not gonna help. |
