I noticed that your 'base' version is 4.0.3.104 (released on 20 Feb 2002, yet you've got symids.sys (which was never part of that release) showing up a few months later (build 4.5.2.1, no less).
Maybe I've forgotten something but I can't remember anything much changing about the very rudimentary IDS facility in NIS 2002 at that point, but I know that the IDS component in NIS 2002 Pro was, indeed, a very early and rather primitive release of the Raptor IDS technology, which came to fruition in NIS/NPF 2003/2004.

I've just been following this thread with great interest as I have the same problem with Norton Personal Firewall 2002 (at least I think thats the culprit) and following a search at Symantec I came across this:

I'm dual booting W98se & XP home and have NPF2002 on both and equally disastrous results since the 12 May 04 update, however I've just tried the above on the XP partition and it seems to have helped. I'm reluctant to say its cured just in case its a red herring. I'm still having trouble with W98 though even when I go back to a Ghost image I took on 1 May 04 as it seems to be crashing a few seconds after I boot up (just after the latest Norton Antivirus 2002 definitions automatically update) so I'm still a bit shellshocked with it all!
I hope this info might help you with the great troubleshooting which you are doing!!!

Hey sonofjay, Just wanted to say thanks for posting the download of the .sys file. I followed the instructions and the slow problem went away.
I didn't have the original link where you had that But it fixed my problem by copying the zip file and then the .sys file into the \windows\system32\drivers folder. symids.zip contains symids.sys...
I am running xp pro with norton security 2002 and the latest live updates.... I attached the file that I downloaded from your link you provided.
