The statement makes sense if you have enough knowledge about how WiFi works. Normally, Windows scans and ranges and finds the access point on the most preferred network with the strongest signal. Even if it finds 10 AP's on the same network in range, it will only associate itself with one at a time.

You can associate yourself with an AP and appear connected without being online. For example, connect to a WEP-enabled AP without putting in a key. You will associate yourself, but you can't get online. Same thing would happen if you unplugged the ethernet cable from the AP. The signal strength bar only indicates how strong the signal from the AP you are associated with is.
