you are wrong about the clecs and vz sharing the same dslam. that would be a provisioning nightmare and a conflict of interest. vz would have access to clec dsl ports and vice versa... no way. those circuits are completely separate as per fcc rules. i am a field tech for a clec. we do not use the same dslam as vz. vz has it's own. the clec's have their own. the clec's eq is located in the 'colocation' area of the vz co. that area is entirely separate of the vz dsl eq and facilities. i know, i built some of these 'colo' facilities and installed alcatel asam 7300 series dslams in a few vz co's b4 vz laid me off in dec '02. i was a central office equipment installer at the time.

you are 100% correct about the planning to have an ass scratch... that's standard procedure in the telecom world; no matter whether it's a clec or a an ilec.
