Well, with the do not call list where people no longer have the excuse to vent their days/lives frustrations on telemarketers they gotta take it out on someone and since spam is being reduced and filtered better these days, spammers are harder to find so the ISP's become the next target in line. Just be happy he's taking it out on them instead of getting in his car and taking it out on other drivers.
