Fiber is not the only answer. I'm getting around 5 mbps up and down using my wireless connection, right here in the good old USA (Chicago suburbs).:)

| Re: no complaints here There are a lot of wireless technologies out there that can offer that kind of speed, line of sight.
Proxim for example. 60 megs both directions. Usually providers that use this equipment can offer speeds of 40 megs down and 20 megs up. (This is because they reserver more channels down than up because most want down speeds, the equipment can be configured for 30 down, 30 up).
If it is a point to point, not point to multipoint, you can get 480+ megs up and down, if your willing to pay for the equipment.
In true "cheap" (Meaning $1500 for the equipment) wireless multipoint systems there is little reason to not offer 10 megs down, 10 megs up. Generally though these are in rural locations where it costs the ISP $30,000 per T3 per month. So in theory the ISP could maybe sell the connection for $500 a month and maybe make a profit.
