There's no such thing as a successful municipal broadband venture. Every single municipally-run operation skims money from either taxpayers or from some other municipally run service like power, water, sewer, etc. In any case, its always the case that non-subscribers are paying more than they have to for some other service (or more in taxes) to pay for the subscribers.
