I then tried a Router Upgrade Firmware made for the 060-5667-501 and it failed to work.

This worked updating by using a file named 5667_Tobago_R3[1][2].1.0.bin to newer firmware code as seen above.

I have tried another BIN file but it will not accept it as a valid image to upgrade to Router.

Any help or insight would be appreciated.

The original LAN IP was 192.168.1.1 and the password was "ENI_5667" now after the update the LAN IP is 192.168.254.254 with the password "admin" (Which is also the same as the write string for each versions SNMP).

Here are the steps to install and then update the 5667 Bridge Firmware (or repair a Bridge 5667 with Flashing LEDs that has lost its Firmware during a reset):

Connect the serial console cable between the 5667 and the
Com port on a PC.

The console settings are:

Bits per Second: 9600
Data bits: 8
Parity: None
Stop bits: 1
Flow Control: None

1. Power off the 5667 modem.

2. While holding the space bar, power on the 5667 modem.

3. The 5667 modem will enter boot mode, you should see the
following:

Entered console ...... User request

4. Enter the command: xmodem fast

5. At this point you must change the Bit per Second
configuration from 9600 to 38400.
Select the disconnect button from HyperTerminal, change
the Bits per sec, and re-connect..

6. Select the Transfer pull-down menu and choose the Send.

7. Click on the Browse button and locate the *.bin file.

8. Make sure that you select xmodem as the transfer
protocol.

9. Click Send, this will take approximately 5 minutes.

10. Once the firmware upgrade is complete, type quit.

11. At this point you must change the Bit per Second
configuration from 38400 to 9600. Select the disconnect
button from HyperTerminal, change the Bits per sec, and
re-connect

12: The 5667 modem will start-up again.

13. Once the modem is up, log on via the console, the
default password is admin.

14. Enter the command flashfs update

Have you tried the router firmware made for the 060-5667-101?
The image name is: eni5667_tmr_36100-tobago-usb-gateway.img
There is also this variation: eni5667_tmrbr_36100-tobago-usb-gateway.img
