It clear makes it seem as if the statement from the original Russian "news" website is in fact true. There are multiple sources - including the one you mentioned - who seem to be reporting this in a more logical fashion.

However, Kaspersky is not predicting the end of the Internet tomorrow - or even in the near future. The story stems from brief comments made yesterday at a press conference which was dedicated to cybercrime and the problems of spam."
Some seriously racist comments seem to be making there way into post as well.
